Shipments to and from Sierra Leone : Advance Cargo Declaration (ACD) and Cargo Tracking Number (CTN) are compulsory

The implementation of an Advance Cargo Declaration scheme (ACD/CTN) in Sierra Leone is a component of compliance on International Ship and Port Facility Security (ISPS) Code.
All import and export cargo are mandatorily subject to an Entry Summary (ENS) or Exit Summary (EXS) Number (for more information, please refer to http://acdsl.com)
As published in the Transport and Port Management System (TPMS) tariff, Advance Cargo Declaration / Cargo Tracking Note fee is applicable as follows:
Import Cargo:

  • All origins except USA to Sierra Leone effective April 1st, 2015
  • USA to Sierra Leone effective April 29th, 2015
  • Customers will need to register and log in onto www.acdsl.com to proceed with ACD and obtain Entry Summary Number (ENS) for their respective shipments
  • ENS number must be provided to the Shipping Line prior loading at POL in order to be included on the B/L and Cargo Manifest
  • USD 105 per TEU for containerized cargo
  • USD 0.84 per non-containerized bulk pack (min. USD 600)
  • ACD/CTN fees must be paid in addition to the freight by the freight payer
Export Cargo:
  • Effective March 15th, 2015
  • EXS number must be provided to the Shipping Line prior loading at Freetown in order to be included on the B/L and Cargo Manifest
  • USD 15 per TEU for containerized cargo
  • For non-containerized bulk pack: Rutile USD 0.36 – Other minerals USD 0.18 – Other USD 0.16 (min. USD 180)
  • ACD/CTN fees must be paid in addition to the freight by the freight payer
  • Payable by the freight payer
