The Skuld P&I Club issues advisory

The Skuld P&I Club has issued advisory to its members regarding vessels searches in Egypt.
Given the present situation in Egypt,  the Egyptian Navy and the Armed Forces have heightened the state of emergency in Sinai, as well as all cities along the Canal in general with special emphasis on the Suez Canal itself. As one of the main sources of income to Egypt it is considered a sensitive national security priority.
Accordingly, the Egyptian Navy have lately implemented a random inspection system to be carried out on vessels transiting the canal as well as vessels berthing inside the ports along the Suez Canal. So far this has apparently not been too onerous and vessels have not suffered any significant delay or complication.
Correspondents strongly recommended that Masters of vessels transiting the Canal or calling to Suez Canal Ports are given instructions by Members to fully cooperate with the Navy and/or Military intelligence officers who might be boarding their vessels during their call/transit in the area.
It will be also important for members' vessels to fully comply with the previous decrees issued in respect of the carriage of arms and armed guards onboard vessels transiting the canal or calling Egyptian Ports (an earlier circular from Eldbi Pandi attached herewith for easy reference).

New Regulations for Shipments

Imported into Gabon

It has been advised that as of 1 October 2013 most cargoes imported into Gabon will have to be certified before shipment from the load port by the appointed PROGEC representative, and for that purpose we understand that for this purpose INTERTEK has been appointed globally.
In order to complete the formalities, the Exporter will have to request certification and following a successful inspection, Intertek would then issue a Certificate of Conformity (CoC). We have been advised that without such a CoC it will not be possible to obtain customs clearance for the cargo in Gabon. It may also be necessary to produce the original document when undergoing Customs Clearance, as copies or electronic copies may not necessarily be accepted.
The exceptions to the inspection and certification regime are quite limited, and frozen goods are subject to inspection.
Failure to comply with the procedure may lead to fines and delays.
